HÁWAR.help e. V. is a human rights organisation that was founded on the ashes of the Yezidi genocide. It implements development and education programs in Iraq, Afghanistan and Germany, as well as international awareness and education initiatives as well as political work – including on the revolution in Iran.

Yazidis are an indigenous religious minority with deep historical roots in northern Iraq and northeastern Syria. While international awareness of Yazidis has largely focused on the ISIS genocide (2014–2017), this narrow framing overlooks the community’s rich cultural heritage, social resilience, and continuity across generations.

The Yazidi Community Archive – Syria and Iraq seeks to address this gap by documenting everyday life, religious practices, community institutions, and family histories before, during, and after the genocide. By systematically collecting oral histories, photographs, videos, and cultural materials, the project contributes to a more holistic, community-led narrative.

Elbarlament builds on its previous consultancy for the Yazidi Community Archive and its long-standing experience in Iraq and Syria, particularly in Ninewa/Sinjar and Al-Hasakah, working closely with Yazidi communities using trauma-informed, ethical, and culturally sensitive approaches.

Unlike its authoritarian neighbours – Kazakhstan, Tajikistan, Turkmenistan, and Uzbekistan – Kyrgyzstan has had a more pluralistic political system since the collapse of the Soviet Union. Kyrgyzstan’s ongoing journey from Soviet authoritarianism towards a more democratic and open society has however not been easy. Three authoritarian presidents have been ousted from office since 2005 due to popular protests. Following President Bakiyev’s removal in 2010, the tensions between the country’s ethnic Kyrgyz majority and Uzbek minority led to the outbreak of widespread violence in the regions of Osh and Jalal-Abad in southern Kyrgyzstan, where most of the Uzbek population is concentrated. In the summer of 2010, between 500 and 2,000 people lost their lives, 80,000 more were displaced, and over 2,500 buildings were razed to the ground. Since then the issue of violent extremism entered the national discourse. More than a decade on, this episode still looms large for communities living nearby, with many of the tensions that caused the violence left unresolved.

Over the past decades, polarised segments of society grew in Kyrgyzstan and young men and women have been noticed to become more radicalised. The polarising influences of hyper-ethnic nationalists and uneducated and often unaccredited religious leaders is particularly worrisome for women, whose status has become increasingly marginalised over the past decades.
Overall, Kyrgyzstan has been experiencing a permanent social and economic crisis over the past decades providing thorough ground for extremist groups. Close to the ’northern route’ of opioid traffickers, the state struggles with pervasive corruption and the threat of political instability and manipulation, ethnic conflict and jihadist militancy/foreign-imported religious ideologies – and the trend that the Islamic State (IS) and other extremist religious groups may pivot towards a web of more localised operational cells. In addition to ethnic conflicts, drug trade, a disaffected youth and active recruitment by extremist groups, regional instability in former Soviet Union countries and Afghanistan, the lack of education as well as regional power influence from Russia and China create major risks for violent extremism to flourish in Kyrgyzstan.

Against this backdrop, GIZ has launched the project “Prevention of violent extremism in Central Asia (PREVECA) to support Central Asian Countries” to support state and civil society actors in taking appropriate preventive measures and increase society’s resilience against violent extremism. In this framework, in Kyrgyzstan, PREVECA accompanies local crime prevention plans and supports communities in shaping municipal and district security and prevention policies. Within this project, elbarlament is offering  video making workshops for the youth, with the ultimate aim to have visual art be accepted as a medium to discuss youth problems.

The project was part of the GIZ programme ‘Preventing violent extremism in central Asia’, funded by the German Federal Foreign Office.

  • Project objective: The project is a series of independent video/film workshops that aims to motivate people from all regions of Lebanon to express their ideas and desires in a creative way and thus participate in the public discourse on Lebanon’s political, social, cultural and economic development.


Creative expression through films was a socio-cultural project with a series of ten independent workshops in Lebanon. These workshops used film expression to transform education, equip people with the tools to communicate, think critically, auto-reflect or sometimes (re)build self-confidence by (re)connecting with their inner self.

The project embraced diversity by targeting people from various regional, social, cultural and educational backgrounds and ages living in Lebanon. Its inclusive politics and the ultimate objective aim was to reach marginalised communities and to relocate cultural access from urban centres to rural areas.

Creative expression through films aimed to motivate people from all regions of Lebanon to express their ideas and desires for social change in a creative way and thus participate in the public discourse on Lebanon’s political, social, cultural and economic development.

The workshops were held by Lebanese filmmakers Corine Shawi and Yara Nashawaty and cooperate with cultural actors, stakeholders and institutions from Lebanon. Each workshop grouped eight participants who produce ten short individual video diaries over the period of five intensive days. All along the workshops, participants film short and themed exercises. They were invited to use their immediate surroundings at the workshop and at home. These exercises took the form of shot/edited intimate diaries. The applied method during these workshops highlighted the individual stories of each participant under the pillars of aesthetics, form, and content. Thus art presents a key way for individuals to raise a voice, an expression and to process their reality.

More than eight different ethnic and religious groups coexist in the city of Mosul. Successive wars and ongoing conflicts affect social cohesion in the city. Over the last two decades, social and cultural connections have been severely damaged, especially after the ISIS occupation of the city. 

This project strived to foster social cohesion in Mosul through culture and arts in three ways:

Firstly, via oral history workshops for a group of young adults between 18 and 35 that included the development of short stories out of their experiences and backgrounds. This has served as a basis for a graphic novel. Participants also received training on how to create puppets and presented a puppet show on stage for a group of young adults. They also developed short animations representing the developed stories. The graphic novel, animations and puppet show are part of an exhibition that was shown in different cities in Iraq.

The project was implemented by elbarlament and Paia Agency.

Throughout 2021/2022, the project “Artists: Creators of Social Change” offered a large number of women in the cultural scene in Iraq the chance to network while also enabling them to participate confidently in the cultural, political and social spheres. Women from various ethnic and religious groups were invited to work together and jointly participate in the project activities.

Project events and outcomes:

  • Online and offline workshops covering topics ranging from art history, film critique and project fundraising.
  • Other workshops with a more technical focus such as editing, cinematography, sound design and scenario writing.
  • YouTube channel for discussions and exchanges between the participants
  • A virtual exhibition showcasing murals and graffiti produced by Iraqi artists during the October 2019 protests
  • A documentary film festival and artistic exchange between Iraq and Germany.

Background

The project built upon the previous project: ‘Self-determined. Women Make Film’ with new formats and new participants who benefited from longer and face-to-face training in filmmaking.

Culture is important in situations of crisis, violence and war. It not only promotes reconciliation but can also help overcome traumatic experiences. Literature and the act of writing have the ability to shape or change society, opening up new ways of thinking and talking about a range of social issues that are often marginalized or ignored in the public sphere.

Unfortunately, women writers and artists in Iraq and elsewhere continue to face discrimination in various ways. They are often unable to participate in events, their work is ignored or even plagiarized, and in many cases, they are under extreme pressure and fear for their lives. Thus, Iraqi women have faced war, civil war, and extreme violence for nearly 40 years. Hanaa, a participant in our writing workshops, hid her stories in the oven and could not leave the house during the Islamic State’s years-long occupation of Mosul.

elbarlament, with funding from the German Foreign Office, held writing workshops for over 200 women from all regions of Iraq from 2016-2018.  These participants have now become socially active in their communities. They organize literary circles, submit their texts to literary festivals, founded their own writers’ association and now run their own writing workshops.

In 2019, 13 Iraqi women writers were trained as trainers of writing workshops in a Training of Trainers program (under the Foreign Office-funded project “Civil Society Cultural Initiatives in Iraq 2019”). During the program, they were accompanied by the Lebanese-Ecuadorian artist duo, Rajwa Tohmé and Daniela Delgado Viteri. The resulting portraits, along with poems written by the women writers portrayed, were displayed as a photo exhibition in the atrium of the German Foreign Office in December 2019, opened by Minister of State Michelle Müntefering. In addition, a German-Arabic book with portraits and poems was produced. Due to the Covid-19 pandemic, the exhibition could only be shown one more time so far – at the Women’s Literature Festival in Tunis in January 2020.

During the German Foreign Ministry’s “Lange Nacht der Ideen” that took place in May 2021, this exhibition was presented digitally.  In addition, two of the female authors were present to read their poems. Visitors got a glimpse of the tremendous talent of Iraqi women writers, as well as of their willpower and strength to pursue what gives them hope and joy of life – writing.

Kultur ist wichtig in Krisen-, Gewalt- und Kriegssituationen. Sie fördert nicht nur die Versöhnung, sondern kann auch helfen, traumatische Erfahrungen zu überwinden. Literatur und der Akt des Schreibens haben die Fähigkeit, eine Gesellschaft zu gestalten oder zu verändern, sie eröffnen neue Wege, über eine Reihe von gesellschaftlichen Themen zu denken und zu sprechen, die in der Öffentlichkeit oft marginalisiert oder ignoriert werden. Auf diese Weise fördert sie Demokratie, Pluralismus und Redefreiheit. Kultur hilft, Krisen zu überwinden und neue Gesellschaften zu gestalten. Es ist offensichtlich, wie wichtig kulturelle Verständigung in multiethnischen Staaten wie dem Irak ist. Text, Prosa, Musik und bildende Kunst sind Formen der Kommunikation.

Kreativ-Schreibwerkstätten heilen, sie geben Selbstvertrauen und fördern soziale Teilhabe. Autorinnen und Künstlerinnen im Irak und andernorts werden nach wie vor auf verschiedene Weise diskriminiert. Sie können oft nicht an Veranstaltungen teilnehmen, ihre Arbeit wird ignoriert oder auch plagiiert, und in vielen Fällen stehen sie unter extremem Druck und haben Angst um ihr Leben. So sind irakische Frauen seit fast 40 Jahren mit Krieg, Bürgerkrieg und extremer Gewalt konfrontiert. Hanaa, eine Teilnehmerin unserer Schreibwerkstätten, versteckte ihre Geschichten im Ofen und konnte das Haus während der jahrelangen Besetzung Mossuls durch den Islamischen Staat nicht verlassen.

Die vielen Teilnehmerinnen über die letzten Jahre sind in ihren Communities gesellschaftlich aktiv geworden. Sie organisieren Literaturzirkel, bewerben sich mit ihren Texten bei Literaturfestivals, gründeten einen eigenen Schriftstellerinnenverband und führen mittlerweile eigene Schreibwerkstätten durch.

Seit Oktober 2019 haben viele junge Frauen gemeinsam mit Männern in Bagdad, Nassiriya, Basra, Kerbala, Nadjaf an Demonstrationen für “eine Heimat”, für ein Land in dem alle leben können, teilgenommen. Viele unserer Teilnehmerinnen waren aktiv, haben, Veranstaltungen organisiert und Tabus gebrochen, wie zum Beispiel dasjenige, nicht mit Männern zu demonstrieren. Sie haben gemeinsam ein neues gesellschaftliches Miteinander erprobt, Frauen wurden ihre Stimme zurückgegeben, es wurden Gedichte geschrieben, gemeinsam diskutiert und gemeinsam gelesen.

elbarlament hat, mit Förderung des Auswärtigen Amtes, von 2016-2018 Schreibwerkstätten für über 200 Frauen aus allen Regionen des Irak durchgeführt.  2019 wurden 13 irakische Schriftstellerinnen in einem Training of Trainers Programms (im Rahmen des vom Auswärtigen Amt geförderten Projekt “Zivilgesellschaftliche Kulturinitiativen im Irak 2019”) zu Trainerinnen von Schreibwerkstätten ausgebildet. Während des Programms wurden sie vom libanesisch-ecuadorianischen Künstlerinnen Duo, Rajwa Tohmé und Daniela Delgado Viteri, begleitet. Die entstandenen Portraits wurden zusammen mit Gedichten, die von den porträtierten Schriftstellerinnen geschrieben wurden, im Dezember 2019 als Fotoausstellung im Lichthof des Auswärtigen Amtes gezeigt, die Frau Staatsministerin Michelle Müntefering eröffnete. Zudem entstand ein deutsch-arabisches Buch mit den Porträts und den Gedichten. Aufgrund der Covid-19 Pandemie konnte die Ausstellung bisher nur ein weiteres Mal – bei dem von elbarlament konzipierten und organisierten Frauenliteraturfestival in Tunis im Januar 2020 – gezeigt werden.

Im Rahmen der Langen Nacht der Ideen wird diese Ausstellung anhand eines Videos und einer Ausstellungspräsentation digital vorgestellt.  Zudem werden Autorinnen ihre Gedichte lesen. In der Präsentation können Besucher*innen die Portraits und die dazugehörigen Gedichte genauer anschauen und sich beim “durchklicken”. Sie erhalten einen Eindruck von dem Talent irakischer Schriftstellerinnen, sowie von ihrer Willenskraft und Stärke, trotz aller Widerstände dem nachzugehen, was ihnen Hoffnung gibt und Lebensfreude bereitet – dem Schreiben.

The project offered a selection of women from all parts of Iraq and with different artistic backgrounds the chance to learn about filmmaking and enabled them to participate confidently in the cultural, political and social space.

International and Iraqi filmmakers led different workshops on filmmaking on topics such as scenario writing, cinematography, editing, production, etc. In addition, experts on specific film-related topics gave masterclasses and interactive trainings throughout the programme. The participants also had the opportunity to participate in a gender training and learn about the UN Resolution 1325 as well as discuss women’s issues in Iraq and how to reflect it in their cinematic work.

The aim of the project was to make the voices of women in Iraq visible and audible by ensuring that their artistic potential is accessible to a broader audience. Following the multi-stage training and production process for and with women, several films shot by the participants were presented to the public at a one-day film festival.

Through the interdisciplinary network that the participants built, they are encouraged to continue to exchange ideas and together make the interests and views of women in the Iraqi society more visible. These films were cut and edited by the participants under professional guidance and were subtitled in Arabic, Kurdish and English.

Strengthening civil society, helping people to overcome war-related trauma, promoting participation in social life and change – these are just some of the positive effects that cultural projects and art initiatives can have in conflict-affected countries like Iraq.

in 2018-2019, elbarlament – cultures of democracy conducted a study on foreign-funded cultural programmes and projects in Iraq, with a focus on initiatives using the arts for peacebuilding purposes. The report builds on desk research as well as field interviews conducted by elbarlament with artists and civil society activists from Baghdad, Basra, Mossul, Sulaimaniyya, Nasriah, Dohuk and Erbil.

Theory and practice go hand in hand: We carry out cultural projects to support local communities in overcoming the psychological and psycho-social consequences of war. See for instance our writing for life workshops and the upcoming Arabic literature festival in Iraq.

I have the feeling that as a poet I do not have an audience, I am considered only as a woman.

The project “Cultural Initiatives for Civil Society in Iraq” offered female writers safe spaces where they can express themselves freely and challenge societal prejudices together. The participants belonged to different age groups and writing genres, and they had different ethnic and religious backgrounds. What they had in common are shared experiences of grief and sorrow, often linked to the recent terror reign by the so-called Islamic State, and the wish to overcome paternalistic societal structures and to become better writers. The project allowed them to meet in a setting where they were encouraged to talk with, not about each other. One of the main goals was to build the women’s confidence in their own writing, encouraging them to see themselves differently in society: as individuals with unique artistic gifts and skills contributing actively to Iraqi culture.

While previous editions of the project in 2016-2018 saw elbarlament – cultures of democracy organise “Writing for Life” workshops for Iraqi women, the 2019 edition put the female artists in the driving seat. A Training of Trainers programme provided them with the methodological knowledge and practical experience that they needed to organise writing workshops and cultural events for other writers on their own. Adding another new element, in January 2020 elbarlament organised a festival of Arabic literature in Tunis which brought together female writers from across the region.

In the framework of the project, elbarlament organised a photo exhibition in the German Federal Foreign Office.
