Strengthening Women’s Capacity to Address Technology-Facilitated Gender-Based Violence in Yemen

As digital spaces become increasingly central to civic participation, women and activists face growing risks of online harassment, abuse, blackmail, and other forms of technology-facilitated gender-based violence (TFGBV). To address these challenges, the ParticiLogue project brought together 35 women from civil society organisations, public institutions, private sector actors, and women’s networks for a five-day training programme in Aden.

The training aimed to strengthen participants’ capacity to recognise, prevent, and respond to technology-facilitated gender-based violence while enhancing their ability to participate safely and confidently in public life. Through a combination of practical exercises, case studies, discussions, and digital security demonstrations, participants developed skills to protect themselves and their communities from digital threats.

The programme follows a progressive learning journey that moves from awareness to action. Participants explored the different forms and impacts of TFGBV in Yemen, strengthened their digital security practices, learned how to document incidents and access reporting mechanisms, and developed survivor-centred approaches to supporting those affected by online violence.

A strong focus was also placed on institutional resilience. Participants worked on practical tools such as digital security checklists, incident documentation templates, reporting guides, institutional safety measures, and community action plans. These outputs are designed to support long-term change within organisations and networks.

The training concluded with the development of awareness initiatives and local action plans that participants can implement within their communities. Selected participants will also receive follow-up coaching and mentorship to support the practical application of the knowledge and tools developed during the workshop.

By combining digital safety, advocacy, survivor support, and institutional strengthening, the initiative contributed to creating safer civic spaces for women and strengthening their participation in social and public life across Yemen.
