Elbarlament is a peacebuilding and democracy support organisation, with a strong focus on empowering women and youth. Its work is focussed on three thematic areas: Inclusive Political Participation; Women, Peace and Security (WPS); and the Gender – Climate – Security nexus. Through its projects elbarlament supports public institutions and civil society actors in designing and implementing initiatives that promote peaceful coexistence, foster democratic norms and practices, and develop integrated solutions to address the impacts of climate change. 

The organisation follows a conflict-sensitive and gender-transformative approach in supporting locally owned reform agendas through capacity development, dialogue facilitation, policy analysis, arts-based approaches, and technical assistance.

Elbarlament operates under two separate legal identities: a limited liability company (elbarlament GmbH) and a non-profit association (elbarlament e.V.). The two legal entities share the same vision and mission.

Our Programmes

Elbarlament’s work focuses on three interconnected areas that advance inclusive, resilient, and democratic societies:

Inclusive Political Participation

We promote the meaningful inclusion of women and youth in political and civic life by addressing structural barriers to participation. Our work strengthens women’s political leadership, expands young people’s opportunities for engagement, and supports more inclusive and representative democratic systems.

Women, Peace and Security (WPS)

We address systemic inequalities and risks affecting women’s participation in peacebuilding and political processes, particularly in fragile contexts. Our work focuses on institutional reform, prevention of violence against women, and the protection and empowerment of women leaders and human rights defenders, including addressing gender-based and technology-facilitated violence.

Gender–Climate–Security Nexus

We advance integrated and gender-responsive approaches to climate and security governance. By linking climate change, conflict dynamics, and social inequalities, we promote inclusive solutions that strengthen resilience and position women as key agents of change.

How We Work

We implement our programmes through integrated approaches that address both institutions and individuals. We support public institutions through capacity development, policy advice, and research, while strengthening civil society through education, leadership programmes, and organisational development.

Dialogue facilitation is central to our work, enabling collaboration, trust-building, and inclusive problem-solving across sectors. We prioritise gender-transformative and conflict-sensitive approaches in all interventions.
