New Framework agreement with Belgian Developmental Agency

In December 2024 and January 2025, elbarlament GmbH signed three framework agreements with Enabel, the Belgian Development Agency for providing technical expertise under three lots:
  • Lot 1: civic and political participation
  • Lot 2: Technical expertise on European Union-Member State coordination in support of democratic governance in the intervention countries
  • Lot 3:  capacity-building services for institutional actors and civil society at global level and in the intervention countries
In the framework of Lot 1, we have secured a contract for an assignment for “Mappings, Analysis and Knowledge Product Development on Civic Space and Local Democratic Governance”. The results of this assignment shall benefit the Team Europe Democracy Initiative, a strategic EU project that aims to enhance EU democracy support through facilitating joint EU-EU member states cooperation at HQ and country levels, among other objectives.

We are also currently implementing a project in support of the EU’s strategic Team Europe Democracy Initiative.

To promote better coordination and joint actions by EU institutions and EU member states in supporting democracy worldwide, we will be providing the TED Secretariat in Brussels with two mappings and two related knowledge products, focused on local governance and civic space respectively.

Th analysis and accompanying roadmaps provide actionable recommendations on: (1) civic space (online/digital and offline) and (2) local democratic governance. The mappings should identify and document initiatives (ongoing and planned) by EU entities (DG INTPA, DG NEAR, EEAS and selected EUDs) and the 14 TED member states (MS), highlight the best practices, facilitate mutual learning and recommend areas for enhanced coordination and potential joint actions.

As the mappings and roadmaps are for internal use (EU entities and MS only), two knowledge products will also be requested, tailored for wider dissemination. These products will synthesis and incorporate the mappings’ findings and work already completed (e.g. reports, webinars). The goal is to ensure that the knowledge and exchanges generated can be used in and inform the programming and policy implementation at both headquarters and partner country levels.
