Consultancy Opportunity: Training on Women’s Participation, Security and Climate Change
Elbarlament is seeking a qualified consultant to design and deliver a training programme for staff of the Iraqi Ministry of Higher Education and Scientific Research (MoHESR) as part of its ongoing work to strengthen inclusive governance and advance the Women, Peace and Security (WPS) agenda. About the Assignment
The consultancy will develop and facilitate two complementary workshops:
Basic-Level Workshop (Awareness Raising)
- Introduction to the Women, Peace and Security agenda and UNSCR 1325
- Women’s participation in higher education leadership and decision-making
- Gender, education, security, and climate change in the Iraqi context
- Institutional and social barriers facing women
- Overview of Iraq’s National Action Plan (INAP III)
Advanced-Level Workshop (Institutional Application)
- Applying WPS principles within higher education governance
- Policy development, institutional coordination, and monitoring
- Integration of INAP III within ministry structures
- International examples of gender-responsive higher education systems
- Cooperation with women-led civil society and research actors
- Gender-, conflict-, and climate-sensitive institutional planning
Scope of Work
The selected consultant will:
- Design agendas for both workshops
- Adapt relevant sections of the existing ministerial Training of Trainers (ToT) manual
- Deliver interactive training sessions over six days
- Facilitate case studies, group discussions, and practical exercises
- Conduct pre- and post-training assessments
- Submit a final report outlining outcomes, participant feedback, and recommendations
Qualifications
Applicants should demonstrate:
- Strong expertise in Women, Peace and Security and gender mainstreaming
- Experience delivering training for government institutions or higher education actors
- Knowledge of UNSCR 1325 and Iraq’s National Action Plan (INAP III)
- Understanding of climate-security linkages (an advantage)
- Experience working in Iraq or the MENA region (preferred)
- Excellent Arabic-language facilitation skills
- Ability to deliver participatory and context-sensitive training
Timeline
The consultancy is expected to begin on 3 July 2026. Workshop dates will be agreed and delivered in Baghdad during July–August 2026. The final report is due within two weeks following completion of the second workshop.
