Elbarlament GmbH

Our limited company elbarlament GmbH supports international organisations, governments, development aid agencies and non-governmental organisations with designing and implementing initiatives in the fields of democratic governance and civic engagement. Our services include civic space assessments, stakeholder mapping and policy analyses, as well as project design and formulation. We also provide project management and technical backstopping, develop and deliver training (both online and in person), and offer advisory support to our clients. These services are delivered through both framework contracts and dedicated projects.

Our work is shaped by the understanding that different contexts require tailored approaches. Whether providing training for community-based organisations in Burundi, supporting the worldwide Team Europe Democracy Initiative with strategic advice and event-facilitation, or archiving Yezidi cultural heritage in Iraq and Syria, we adapt our methods to the specific requirements of each project.

Elbarlament works with a broad, multinational network of experts who are engaged on a project basis. Many of them are active as independent advisors, project developers, and organisational leaders, particularly in fragile contexts, and contribute their knowledge and experience to specific assignments.

Together, our staff and expert network have built extensive experience supporting democratisation, peacebuilding, and women’s empowerment.

Our linguistic diversity reflects the environments in which we work: we operate in German, English, French, Spanish, and Arabic. Clear and empathetic communication with local partners is central to our approach.
