Despite these challenges, women and women-led networks continue to play vital roles as community organisers, service providers, and mediators. However, their ability to influence decision-making and engage sustainably at district and governorate levels remains limited.</p>
<p data-start="1082" data-end="1583">Mapping conducted under the ParticiLogue project highlights persistent capacity gaps across women’s networks — including weaknesses in organisational governance, strategic planning, advocacy, financial management, and inter-network collaboration. These challenges affect both formal and informal networks, albeit in different ways. While informal groups often benefit from community trust and flexibility, formal networks offer structure and visibility but face bureaucratic and political constraints.</p>
<p data-start="1585" data-end="1947">Against this backdrop, targeted, context-sensitive capacity development is essential. The Mentorship and Peer Learning Programme is designed as a holistic response that goes beyond stand-alone trainings, combining mentorship, peer exchange, and practical capacity-building to strengthen women’s agency, resilience, and collective action in a fragile environment.</p>
</div></div></div></div></div><div class="w-tabs-section with_icon" id="1761208711022-def32402-a966"><button class="w-tabs-section-header" aria-controls="content-1761208711022-def32402-a966"><div class="w-tabs-section-header-h"><i class="fas fa-list"></i><div class="w-tabs-section-title">Project activities</div><div class="w-tabs-section-control"></div></div></button><div class="w-tabs-section-content" id="content-1761208711022-def32402-a966" aria-expanded="false"><div class="w-tabs-section-content-h i-cf"><div class="wpb_text_column us_custom_03f3d98b has_text_color" ><div class="wpb_wrapper"><p data-start="2001" data-end="2432">The project will begin with a preparatory phase focused on participant selection, needs validation, and the development of bilingual mentoring tools and training modules tailored to the realities of women’s networks in southern Yemen. Forty women from formal and informal networks in Aden, Taiz, and Hadramout will be selected through a transparent and inclusive process, with attention to marginalised and underrepresented groups.</p>
<p data-start="2434" data-end="2801">The core of the programme is a three-month mentorship and peer-learning cycle, launched through a five-day in-person kick-off workshop in Aden. During this workshop, participants will be matched into 20 mentorship tandems and introduced to practical capacity-building modules covering organisational development, advocacy, technical skills, and network strengthening.</p>
<p data-start="2803" data-end="3250">Following the kick-off, mentorship tandems will work together through structured learning plans, supported by monthly peer-learning circles for mentors and mentees. These collective spaces will enable shared problem-solving, reflection, and exchange across networks facing similar constraints. A two-day virtual mid-point convening will provide an opportunity to assess progress, introduce targeted expert inputs, and adjust mentorship priorities.</p>
<p data-start="3252" data-end="3692">The programme will conclude with a five-day closing workshop in Aden, where participants will consolidate learning, refine organisational tools, and document practical examples demonstrating strengthened agency and social participation. Throughout implementation, the project will ensure do-no-harm principles, participant safety, and gender-sensitive facilitation, alongside regular coordination, photo documentation, and reporting to GIZ.</p>

Access to education, healthcare, livelihoods, and political participation remains extremely limited, with marginalized groups such as the Muhamasheen and internally displaced women particularly vulnerable.</p>
<p data-start="479" data-end="830">Despite these challenges, women have shown resilience, taking on roles as heads of households, income earners, peacebuilders, and community leaders. In areas like Aden and Hadramout, women-led organizations continue to support communities and advocate for rights, though shrinking civic space and low trust between state and society hinder progress.</p>
<p data-start="832" data-end="1260">The rise of internet and social media use—around 3.6 million users by January 2024—has opened new opportunities for connection and engagement, but also exposed women to technology-facilitated gender-based violence (TFGBV), including online harassment, threats, and defamation. Low digital literacy, lack of cybercrime laws, and patriarchal norms exacerbate these risks, leaving many women unable or unwilling to seek help.</p>
<p data-start="1262" data-end="1540">There is an urgent need to raise awareness of TFGBV and implement protective, context-sensitive measures that empower women and girls online and offline. Strengthening women’s networks and agency will enable greater participation in society at district and governorate levels.</p>
<p data-start="136" data-end="609">The project <strong data-start="148" data-end="215">“Supporting Participation and Dialogue in Yemen” (ParticiLogue)</strong>, implemented by GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), aims to improve societal conditions for peaceful coexistence in Aden, Taiz, and Hadramout. Years of conflict, political fragmentation, and limited civic participation have created mistrust between the state, civil society, and local communities, weakening the foundations for peace.</p>
<p data-start="611" data-end="1030">ParticiLogue strengthens local governance by training civil society actors and public institutions in transparency, accountability, and inclusive participation. A key focus is empowering women and women’s networks, combining individual skill-building with organizational support to enhance their role in decision-making processes. Male allies are included to promote gender equality and support women’s participation.</p>
<p data-start="1032" data-end="1345">The project also engages youth as agents of change, building skills in non-violent communication, conflict transformation, and media literacy. Through safe spaces for dialogue—both online and offline—young people gain confidence to contribute to peacebuilding and co-create visions for positive societal change.</p>

<p><b>Why this project?</b><b><br />
</b>Across these countries, women continue to play a vital yet under-recognised role in peacebuilding and democratic reform. Despite systemic barriers; ranging from political exclusion to shrinking civic space, women are mediators, advocates, and community leaders. PATH responds to these realities by investing in their leadership, skills, and regional solidarity.</p>
<p><b>What will PATH do?</b><b><br />
</b>Over the course of five months (September 2025 – January 2026), PATH:</p>
<ul>
<li aria-level="1">Delivered a structured <b>online training programme</b> in Arabic, combining leadership, peacebuilding, negotiation, advocacy, and digital communications.</li>
<li aria-level="1">Facilitated <b>mentoring and peer exchange</b> with regional experts in research, storytelling, creative media, and digital campaigning.</li>
<li aria-level="1">Supported participants in developing <b>joint advocacy and storytelling initiatives</b> to amplify women’s voices in peace and political reform processes.</li>
</ul>
<p>The programme directly supported <b>20 young women leaders (ages 18–35)</b> from the four target countries, while indirectly reaching their communities and networks engaged in peace and reform efforts.</p>
<p>PATH saught to create a more favourable environment for women’s meaningful participation in peacebuilding and decision-making, ensuring their perspectives shape sustainable, inclusive futures.</p>

<h3 data-start="831" data-end="894">Foundations of Peacebuilding and Inclusive Leadership</h3>
<p data-start="895" data-end="1179">The journey began with Karma Ekmekji, who introduced the foundations of peacebuilding, conflict sensitivity, and women’s leadership. Participants reflected on how inclusive leadership and community participation are essential to building sustainable peace in their local contexts.</p>
<h3 data-start="1181" data-end="1228">Democratic Reform and Policy Advocacy</h3>
<p data-start="1229" data-end="1498">In the second session, Dr. Maya Alrahabi led an exploration of democratic reform, constitution building, and feminist policy advocacy. The group discussed how gender-responsive legislation and participatory governance advance justice and equality across the region.</p>
<h3 data-start="1500" data-end="1545">Digital Advocacy and Media Literacy</h3>
<p data-start="1546" data-end="1800">The third session, delivered by Ruwaida Al-Araby, focused on digital tools, misinformation, and gendered narratives. Participants practiced fact-checking techniques and examined how digital spaces can both undermine and support peacebuilding efforts.</p>
<h3 data-start="1802" data-end="1848">Negotiation, Mediation, and Dialogue</h3>
<p data-start="1849" data-end="2120">For the fourth session, Sarah Al Sheikh guided the participants through negotiation, mediation, dialogue, and strategic communication. Using tools such as the Conflict Tree and Conflict Wheel, the group explored feminist and ethical approaches to addressing conflict.</p>
<h3>Inclusive Governance, Social Cohesion, and Working with Local Leaders</h3>
<p data-start="2288" data-end="2547">Led by Lea Baroudi, the next session examined inclusive governance and social cohesion. Participants discussed the complementary roles of activists, mediators, and leaders, and explored whether advocacy and neutrality can coexist in peacebuilding work.</p>
<p data-start="2549" data-end="2910">Together, they broadened the definition of inclusive governance to include groups often forgotten in political processes — unemployed youth, former fighters, detainees, stateless persons, and people without digital access. They identified community entry points for strengthening social cohesion and reflected on how exclusion fuels mistrust in the MENA region.</p>
<h3 data-start="2912" data-end="2984">Transitional Justice and People-Centered Approaches</h3>
<p data-start="2985" data-end="3291">In the sixth session, Bissan Bunni guided participants through the principles of transitional justice. The group distinguished between justice (rights and rule of law) and transition (moving from conflict toward peace) and reflected on impunity, accountability, forgiveness, and institutional reform.</p>
<p data-start="3293" data-end="3604">Drawing on national experiences, they discussed how transitional justice must be context-specific, inclusive, and participatory — ensuring that victims, women, and marginalized groups shape the process. The session emphasized how truth-seeking and reconciliation help rebuild trust and prevent renewed violence.</p>
<h3 data-start="3606" data-end="3670">Designing Initiatives and Building Networks</h3>
<p data-start="3671" data-end="3931">The seventh session, led by Sarah Al Houni, focused on designing community-driven initiatives and building strong networks. Participants learned how to identify community needs, define target groups, set SMART goals, and design sustainable interventions.</p>
<p data-start="3933" data-end="4292">Through examples from Kenya, South Africa, Somalia, Tunisia, and Lebanon, they reflected on the importance of adaptability when responding to emerging challenges. The session concluded with an exploration of network-building using tools such as the influence–interest grid, highlighting how strategic partnerships and trust are essential for long-term impact.</p>
<h3 data-start="0" data-end="59">Power, Risk, and Resilience in Peacebuilding</h3>
<p data-start="61" data-end="555">Led by Alaa Assani, this session explored how women peacebuilders navigate power and risk in complex environments. Participants reflected on lived experiences and discussed strategies for sustaining leadership, including self-care, collective support, and intentional decisions around safety and visibility. The session underscored that while women are central to peace efforts, they often face heightened risks — making resilience, both individual and collective, essential for lasting impact.</p>
<h3>Strengthening Peacebuilding Through Monitoring, Evaluation, and Learning (MEL)</h3>
<p data-start="657" data-end="1107" data-is-last-node="" data-is-only-node="">Facilitated by Sara Shahine, the final session focused on how Monitoring, Evaluation, and Learning (MEL) strengthens the effectiveness, accountability, and inclusivity of peacebuilding initiatives. Participants explored how to design SMART, gender-responsive indicators and connect activities to long-term impact. Emphasis was placed on participatory approaches that promote continuous learning, equitable outcomes, and more informed decision-making.</p>

<p data-start="2707" data-end="2895">Artistic approaches are especially valuable in restricted or sensitive environments, where creative expression can offer safer, emotionally resonant, and impactful forms of engagement.</p>

<p>Recognizing the disproportionate impact of conflicts on women and the critical role they play in peacebuilding at local levels, the GIZ regional project “Enhancing Women&#8217;s Leadership for Sustainable Peace in Fragile Contexts in the MENA Region” (“Women4Peace”) is committed to increasing women&#8217;s participation in peacebuilding and political decision-making in Iraq, Yemen, Libya, and Syria, and beyond in the MENA region as well as at the global level. The goal is to empower women and feminist groups, enhancing their ability to engage effectively in political decision-making and peace processes. This involves creating opportunities and building capacities for participation. The project includes a networking and exchange program among focus countries, considering their unique potentials and dynamics for transformation.</p>
<p>A key focus is on strengthening civil society organisations, particularly those advocating for women&#8217;s rights, involved at various levels of peace processes and political engagement. The project is being implemented in close partnership with UN Women as the leading UN organization for women’s rights and empowerment. The module objective is women are increasingly involved in peace and political decision-making processes in the Middle East and North Africa (MENA) region. Through fostering partnerships among diverse stakeholders and cultivating an environment conducive to women&#8217;s engagement, the project aims to stimulate positive transformations and contribute to the region&#8217;s sustainable peace and development.</p>
<p>Elbarlament was contracted to prepare four policy briefs for the countries Iraq, Yemen, Syria and Libya, informing policy makers and partners alike about certain gaps in the implementation of the UN Security Council Resolution (UNSCR) 1325 (Women, Peace and Security Agenda). The four country briefs are supposed to inform the project as well as national and regional stakeholders about gaps between different peacebuilding tracks as well as capacity needs on all levels and across different groups of peace actors.</p>

The project builds on the achievements of our 4-year long outstanding  project <a href="https://elbarlament.org/projects/women-talking-peace/">Women Talking Peace</a>, with a particular focus on strengthening the capacities of key state institutions to effectively implement the Women, Peace, and Security (WPS) agenda and <b>UNSCR 1325</b>. It addresses the nexus of women, climate, peace, and security by targeting staff from the Ministries of Defense, Justice, Interior, Labor, Social Affairs, and Environment, alongside climate activists and women&#8217;s rights advocates from the MENA region.</p>
<p>In a country facing significant challenges, including political instability, climate change, and social fragmentation, the project addresses the root causes of inequality by promoting women’s leadership in decision-making processes. It supports the design of effective policies and coordination mechanisms related to women, climate, peace, and security. The project also empowers women-led civil society organisations to engage in policy dialogue and advocacy, ensuring that women&#8217;s voices are heard in shaping the future of Iraq.</p>
<p>Several interconnected challenges impede women&#8217;s full participation in the country. These include:</p>
<ul>
<li aria-level="1"><b>A fragile democratic system:</b> With weak state institutions, corruption, and a lack of established democratic culture, the environment for women to engage effectively is compromised.</li>
<li aria-level="1"><b>Climate change:</b> As the fifth most vulnerable country to climate change, Iraq sees women disproportionately affected by water scarcity, displacement, and economic hardship, limiting their agency in peacebuilding.</li>
<li aria-level="1"><b>Patriarchal norms:</b> Deeply ingrained social structures restrict women&#8217;s roles in public life, hindering their access to decision-making positions and leadership roles.</li>

We will conduct training workshops for ministry staff on topics like the Women, Peace, and Security (WPS) agenda and the connections between women, climate, and security. In addition, we will use a &#8220;Training of Trainers&#8221; approach to enable participants to teach others, ensuring that knowledge spreads within ministries at all levels. More specifically, we will collaborate with the following key ministries, crucial for implementing the Iraqi National Action Plan (INAP) on women, peace, and security:</p>
<ul>
<li aria-level="1"><b>Ministry of Interior (MoI):</b> Focuses on enhancing the protection of women from violence and increasing women&#8217;s representation in police and security forces.</li>
<li aria-level="1"><b>Ministry of Defence (MoD):</b> Aims to increase the acceptance of women in leadership roles within the military and civilian capacities.</li>
<li aria-level="1"><b>Ministry of Labour and Social Affairs (MoLSA):</b> Plays a critical role in INAP implementation and will be supported in developing more structured processes.</li>
<li aria-level="1"><b>Ministry of Justice (MoJ):</b> Requires further capacity building on UNSCR 1325 and support in creating effective structures for implementing the action plan.</li>
<li aria-level="1"><b>Ministry of Environment (MoE):</b> Will be trained on the Women Peace and Security(WPS)-climate nexus to integrate transformative approaches into climate change and environmental policies.</li>
</ul>
<p>We will also provide specialised training sessions for civil society activists and climate experts across the MENA region to improve their skills in policy-making and advocacy.</p>
<p>In an effort to enhance collaboration and networking, we will facilitate inter-ministerial trainings to strengthen coordination among Iraq’s key ministries and support the development of joint action plans and organise regional networking meetings for Civil Society Organisation activists to share experiences and promote collaborative initiatives on WPS and climate issues.</p>
<p>Finally, we will support research on climate-related impacts on women, with findings shared to foster dialogue and create new strategies for addressing regional challenges.</p>

<p>Hence, although Iraq has experienced greater stability since the end of the Islamic State (IS) reign of terror in 2017, Iraqis are still waiting for economic and social progress today. Before this background, women can and must play a formative and equal role in shaping the future of the Iraqi state. Their involvement in various fields is not only in line with the Iraqi Government&#8217;s existing international obligations, but also national strategies and laws to foster equal participation for all, women and men. On the one hand, a more balanced work-environment in the private sector in Iraq will have positive effects on several levels, on the other hand improved knowledge of civil society partners from different sectors to sustainably support equality and participation can enhance organisations’ performance to support long-term change and positive development in Iraq.</p>
<p>Considering the lack of training opportunities in Iraq and the need for increased capacities of experts and non-specialised persons, the project „Fostering Diversity and Equality: Training Program for Women’s Equal Participation Within Institutions in Iraq” aims to intervene at this point and support the project „Strengthening the participation of women in the rehabilitation and peace process in Iraq (SPW)” with the implementation<br />

Discrimination against women is deeply ingrained in laws, institutions, and traditional social norms. The ongoing conflict has exacerbated violations and abuses against women, girls, and children to unprecedented levels. Sexual violence against women, men, girls, and boys has been used as a method of torture by all parties involved in the conflict. Children are being recruited and used as soldiers. Since 2018, The Peace Track Initiative (PTI) has documented cases of kidnapping, arbitrary detention, enforced disappearance, and torture, including rape and other forms of sexual violence, electrocution, and beating, against at least 30 women human rights defenders (HRDs). Additionally, sexual and gender-based violence against migrant and refugee women and children has been reported in various controlled areas.</div>

<p>Despite this, Yemeni women HRDs are showing resilience and continuing their work to promote peace and human rights including children’s rights. Women leaders were the first to call for a ceasefire to focus efforts on COVID-19 response. The women mobilized resources for the hospitals and clinics, trained first responders, and raised awareness on COVID-19.</p>
<p>Women are leading peacebuilding efforts including mediation efforts to end armed conflict over water and land resources, facilitating release of arbitrary detainees, addressing child recruitment, negotiating humanitarian aid access and facilitating ceasefire initiatives to evacuate families. However, their public contributions remain invisible and underappreciated, and they continue to be viewed by some actors as passive victims, and consequently are largely excluded from the UN-led peace process and political process. Women’s participation in the peace process as such continues to be limited to the sidelines.</p>
<p>The project focused on enhancing the <strong>protection</strong> of women HRDs, supporting them to have <strong>access to international accountability mechanisms</strong> and <strong>strengthening their skills</strong> to document human rights violations.</p>
<p>The aim was to amplify their voices to advocate effectively for women and children rights. Looking at their role within their families and the humanitarian work they have delivered since the war broke out in Yemen, we are convinced that women are impact-multipliers and the target group most able and willing to be the voice of the children and other HRDs defending their rights.</p>

<p dir="ltr">Most importantly, we built a strong network of admirable Yemeni women who supported each other throughout the project. We are confident they will continue to do so.</p>

Peace and reconciliation remain unfulfilled dreams for most of them, despite the positive role they play in bringing them forward. Both countries’ experiences and scientific evidence prove that peace initiatives and conflict resolutions which are actively shaped by women tend to be successful.</p>
<p>Women can and must play a creative and equal role in shaping the future of the Iraqi state. Their involvement in peacebuilding processes not only corresponds with the Iraqi government’s existing international obligations, but it also offers concrete opportunities to pursue peacebuilding and state-building aside from the official peace initiatives that are mostly dominated by men.</p>
<p>The project aimed to involve women in peacebuilding and state-building processes in Iraq and to support them in performing leading roles in organisations, institutions or peace processes. Participating women were active in civil society and women from politics, for example parliamentarians and female government members from central Iraq, the provinces, and the autonomous region of Kurdistan.</p>
<p>The project brought together women from different ethnic and religious groups: Kurdish women, women from the Shiite south and from Sunni regions, and women from religious and ethnic minorities. In addition, it addressed decision-makers and state representatives at a decentralized level in all provinces of Iraq and Kurdistan. Tribal and religious leaders as well as – female and male – police officers, prosecutors, judges, and members of the armed forces participated in training courses.</p>
<p>The main guidelines of the project are the<a href="https://www.un.org/womenwatch/daw/cedaw/"> UN Convention on the Rights of Women (CEDAW)</a> and the<a href="https://www.un.org/womenwatch/osagi/wps/"> UN Security Council Resolution 1325 on the Participation of Women in Peace Processes</a>, which has been in existence for 20 years in 2020, its 10 subsequent resolutions, and the<a href="http://1325naps.peacewomen.org/index.php/iraq/"> second National Action Plan (NAP) from 2014-2018 for Iraq,</a> which aims at gender mainstreaming in all political fields and processes of conflict prevention, conflict resolution and peacebuilding in Iraq.</p>

The speakers are engaged in civil society organisations as well as in governmental institutions. Questions were tackled on how women in the different countries contribute to peacebuilding, which activities are taking place especially on a local (community) as well as on the national level and what women’s demands for peace are. The panelists discussed what is needed for a meaningful participation of women to peacebuilding processes and expressed their visions for peace and priorities for peacebuilding.

More specifically, training sessions were organised for the Ministry of Justice, Ministry of Interior, the Iraqi police and the Ministry of Labour and Social Affairs. We also implemented workshops for the implementation of the<a href="http://1325naps.peacewomen.org/index.php/iraq/"> Iraqi National Action Plan</a> (INAP) with 1325 Alliance members.</p>
<p><b>Ministry of Defense:</b></p>
<p>The involvement of high ranking officers from both the ministry and the Army’s chief of staff led to the creation of a Women Empowerment Unit within the Army which is closely linked to the Women Empowerment Unit within the ministry. Furthermore a budget line was added to the Ministerial Action Plan. The training sessions opened up discussions regarding the establishment of a Women Military institute similar to the Ministry of Interior.</p>
<p><b>Ministry of Interior:</b></p>
<p>After the two training sessions we organised for this ministry, participants are now more involved in the implementation process of INAP 2. The UNSCR 1325 team within the ministry is taking into consideration issues raised by members of different departments and including them in the implementation process. Following the second training the Women Empowerment Unit decided on adding gender sensitive investigation methods to their agenda of INAP implementation.</p>
<p><b>Ministry of Justice:</b></p>
<p>The Ministry of Justice has turned the Women Empowerment Unit into a division directly linked to the minister’s office. The creation of the roadmap in our training is being used as a basis for a ministerial action plan. The Women Empowerment Unit encompassing all the departments of the ministry has been established and is being led by a number of our participants.</p>
<p><b>Ministry of Labor and Social Affairs (MoLSA):</b></p>
<p>The MoLSA’s work on UNSCR 1325 had been centralised and limited to a single team of managers and high ranking officials. However, following our training, MoLSA has adopted a more inclusive approach involving members of the various departments in the implementation process. Prior to our training, staff members of departments not related to the Human Rights Directorate lacked knowledge on UNSCR 1325 nor INAP 2. Now, the ministry is adopting a broad training policy for the members of its staff to expedite the implementation process.</p>
<p><b>Joint Ministerial Trainings:</b></p>
<p>Participants of the workshops are now more aware of the need for joint work if implementation of INAP 2 is to be successful. They are also capable of creating a joint action roadmap and have been trained on the skills to implement it. The second training showed a clear lack of policies to support joint work between the three involved ministries. The participants learned about how to use critical analysis to determine which policies positively or negatively impact this work.</p>
<p><b>Social Cohesion Between Iraqi Communities: A Dialogue with Women and Tribal &amp; Religious Leaders</b></p>
<p>Religious, tribal, and women leaders can play a role in promoting societal peace in Iraq. In spring and summer of 2021, we organised the two-part training course “Social Cohesion between Iraqi Communities – A Dialogue with Tribal and Religious Leaders” in Erbil, the capital of the Kurdistan Region in Iraq. <p><b>Creative Writing Training of Trainers (ToT) &#8211;  ‘Women write for Peace’</b></p>
<p>During the online creative writing ToT training participants enhanced their knowledge and skills on conducting training sessions on creative writing online. A group of 6 young women participated in a technical training session and content training sessions. Thanks to this training, several women started to have their own writing clubs and started to conduct online and offline training on creative writing /women and peacebuilding. The training also led to the establishment of cross border communication networks on creative writing/ writing on women and peacebuilding between women from Iraq and women and other MENA countries.</p>
<p><b>Regional networking meetings</b></p>
<p>The two regional networking meetings aimed at strengthening the network of women alumni of the project at a national and regional level. Participants came from Syria, Lebanon, Tunisia, Yemen, Morocco, Algeria, Jordan, Sudan and Egypt. It provided a space for the exchange of experiences and best practices in the field of women’s participation in peacebuilding and discussion of environmental issues facing the Middle East and North Africa (MENA). A climate justice group, focusing on climate issues in the region, was created as a result of these meetings. It has been active since 2021, even participating in the COP. Its aim is to raise awareness and challenges that the region is facing. We hope that the network created during the project will continue to bloom.</p>
<p><b>TOT on Peace Initiatives</b></p>
<p>The ‘Building Peace Initiatives ToT Programme’ aimed at equipping 20 Iraqi women with basic knowledge and skills to become trainers and multiply knowledge on how to build and run local peace initiatives in Iraq. The ToT started with an online training covering topics such as equality between men and women, INAP and UNSCR 1325, Conflict Management, Transitional Justice, Peace Initiatives, Media, Project Management, and Budgeting. Afterwards, an extra offline training took place in Erbil 2022. At the end of the ToT, the WTP team selected three women to conduct their peace initiatives: Heleen Abdulwaheed in Basra, focusing on a roundtable discussion with political activists; Ban Najeeb in Mosul, addressing women&#8217;s participation in society and politics through discussions with peace committee and women&#8217;s empowerment committee members from Ninewa; and Manar Abdulameer in Diwaniya, organizing a workshop for media professionals on UNSCR 1325.</p>
<p><b>Digital Platform:</b></p>
<p>The digital platform ‘Women Talking Peace’ was released in December 2021 during the Regional Network Meeting in Erbil in December 2021. It aims to inform and foster exchange between interested Iraqis and practitioners in the field of peacebuilding and women empowerment in Iraq and the MENA region as a whole. The website offers videos and research materials related toΖ peacebuilding and women empowerment in Iraq, a map showcasing organisations in Iraq active in the field of women empowerment and peacebuilding as well as a blog and the INAP 1+2 including a commenting function. The page is available in Arabic and English.</p>

Since the beginning of the war, family members were often separated from each other. Therefore, especially women have to take on new roles within their families and in society as a whole.  They also have to figure out how to adapt in Germany on a social and personal level. Beyond housing, clothing, and work, they require opportunities to become politically and socially involved in Germany or in Ukraine.</span></p>
<p><span style="font-weight: 400;">The project therefore intends to offer politically engaged and interested refugee women from Ukraine the chance to learn about German democracy and the related political and civil society structures, both in theory and practice. Throughout the programme, refugee women from Ukraine will acquire theoretical and practical knowledge about German democracy and the related political and civil society structures.</span></p>
<p><span style="font-weight: 400;">The beneficiaries will learn about the German political system and its underlying principles; such as transparency, rule of law, human rights, women&#8217;s rights, freedom of the media, and separation of powers. This will support them to orient themselves for future socio-political engagement in Germany &#8211; but also in Ukraine or other countries. </span></p>
<p><span style="font-weight: 400;">Due to the current situation in Ukraine and the steady influx of refugees from Ukraine to Germany, it is critical to create offers for these socio-politically motivated women as soon as possible, through which they can discuss issues of coexistence and engage in exchanges with one another. </span></p>
<p><b>Project activities:</b></p>
<p><span style="font-weight: 400;">The programme offers a series of three modular workshops to three groups of Ukrainian female refugees: </span></p>
<ul>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">The first module focuses on personal development and promotes team building, dialogue and trust within the groups. </span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">The second module provides insights into German politics and civil society perspectives.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">The third module focuses on political participation opportunities in Germany and specialised knowledge, competences from the field of civic education and soft skills.  </span></li>
</ul>
<p><span style="font-weight: 400;">During workshops, participants will explore their own interests and develop a project idea alone or with others. They will learn how to deepen their political, social, or artistic interests and take action. </span></p>
<p><span style="font-weight: 400;">Taking action helps trauma survivors overcome passivity and inaction. Ukrainian refugee women will be shown opportunities for civil society or political activity in Germany. The project will give them a space to discuss their experiences and exchange ideas while also encouraging them to remain and become active. It reduces refugee isolation. </span></p>
<p><span style="font-weight: 400;">Meanwhile, cultural and artistic activities like storytelling will help women overcome trauma and gain self-confidence. </span></p>
<p><span style="font-weight: 400;">The workshops and a networking event will be held in a safe space for the participants.</span></p>
<p><span style="font-weight: 400;">After the last workshop in the programme plan, all participants will be brought together in an alumni meeting. In this way, the participants can build up a network that will enable them to exchange ideas and plan joint initiatives beyond the duration of the project.</span></p>
<p><span style="font-weight: 400;">The planned workshops go beyond current offers, such as those provided by the BAMF (integration courses), by imparting political and social knowledge about Germany and laying the groundwork for their own political and civil society participation. The skills taught in the workshops are also intended to help refugee women deal with trauma, and encounter spaces are designed to foster discussion and networking.</span></p>

<p><span style="font-weight: 400;">The project aims to enable 23 women in </span><i><span style="font-weight: 400;">Arsal</span></i><span style="font-weight: 400;"> to take on a leadership role in promoting women’s participation in their communities and in political processes. Additionally, it aims to enhance women to positively affect the integration of the Syrian project participants into their host communities by contributing to reduce prejudice among the Lebanese population and furthering collaboration between both groups in promoting women’s rights and empowerment. </span></p>
<p><span style="font-weight: 400;">The project allows the women participants to experience for themselves the benefits of a transition towards democracy and the rule of law,  in a very challenging local context. It also supports the participants to develop civil society initiatives that were identified throughout the training workshops of the programme as well as through their own community engagement. </span></p>
