In Senegal, the organisation is implementing activities aimed at strengthening the sustainable political participation of young people, particularly by supporting coalitions and enhancing their capacity to influence public policy.<\/p>\n<p class=\"isSelectedEnd\">Despite their central role in urban mobility and employment, many young people\u2014especially those working in the informal sector such as motorcycle taxi drivers (<em>Jakartamen<\/em>)\u2014remain excluded from decision-making processes. This initiative seeks to address these gaps by fostering inclusive dialogue and participation.<\/p>\n<h3>Objective of the Assignment<\/h3>\n<p class=\"isSelectedEnd\">The selected service provider will contribute to a multi-stakeholder dialogue process on public transport policies in Senegal, with the aim of increasing youth participation in decision-making at local and national levels.<\/p>\n<h3>Scope of Work<\/h3>\n<p class=\"isSelectedEnd\">Over a period of four months (starting April 2026), the service provider will:<\/p>\n<ul data-spread=\"false\">\n<li>\n<p class=\"isSelectedEnd\">Organise and deliver capacity-building workshops for youth on governance, project management, fundraising, and advocacy<\/p>\n<\/li>\n<li>\n<p class=\"isSelectedEnd\">Support the preparation of two local (communal) dialogue sessions<\/p>\n<\/li>\n<li>\n<p class=\"isSelectedEnd\">Organise a national dialogue process, including two workshops and a closing conference<\/p>\n<\/li>\n<li>\n<p class=\"isSelectedEnd\">Ensure inclusive participation of diverse stakeholders, including informal youth groups<\/p>\n<\/li>\n<li>\n<p class=\"isSelectedEnd\">Provide logistical support for a training on monitoring mechanisms for dialogue outcomes<\/p>\n<\/li>\n<li>\n<p class=\"isSelectedEnd\">Contribute to the final project report<\/p>\n<\/li>\n<\/ul>\n<p class=\"isSelectedEnd\">The assignment will be implemented under the guidance of Elbarlament and in coordination with 360\u00b0 Conseil, following the INSPIRED methodology.<\/p>\n<h3>Budget<\/h3>\n<ul data-spread=\"false\">\n<li>\n<p class=\"isSelectedEnd\">Maximum service fee: <strong>\u20ac12,500<\/strong><\/p>\n<\/li>\n<li>\n<p class=\"isSelectedEnd\">Additional reimbursable logistical costs: up to <strong>\u20ac12,000<\/strong><\/p>\n<\/li>\n<\/ul>\n<h3>Required Qualifications<\/h3>\n<p class=\"isSelectedEnd\">Applicants should demonstrate:<\/p>\n<ul data-spread=\"false\">\n<li>\n<p class=\"isSelectedEnd\">A relevant Master\u2019s degree or equivalent<\/p>\n<\/li>\n<li>\n<p class=\"isSelectedEnd\">Fluency in French and Wolof<\/p>\n<\/li>\n<li>\n<p class=\"isSelectedEnd\">At least five years of experience in event organisation<\/p>\n<\/li>\n<li>\n<p class=\"isSelectedEnd\">Proven expertise in designing and delivering training for civil society organisations<\/p>\n<\/li>\n<li>\n<p class=\"isSelectedEnd\">Strong ability to facilitate dialogue among diverse stakeholders<\/p>\n<\/li>\n<\/ul>\n<p class=\"isSelectedEnd\">Women, youth, and persons with disabilities are strongly encouraged to apply.<\/p>\n<h3>Application Process<\/h3>\n<p class=\"isSelectedEnd\">Applicants must submit:<\/p>\n<p class=\"isSelectedEnd\"><strong>Technical offer:<\/strong><\/p>\n<ul data-spread=\"false\">\n<li>\n<p class=\"isSelectedEnd\">A methodology note (max. 3 pages)<\/p>\n<\/li>\n<li>\n<p class=\"isSelectedEnd\">CV(s) (max. 5 pages each, with clear role distribution if applying as a team)<\/p>\n<\/li>\n<\/ul>\n<p class=\"isSelectedEnd\"><strong>Financial offer:<\/strong><\/p>\n<ul data-spread=\"false\">\n<li>\n<p class=\"isSelectedEnd\">Daily rate(s) and total budget for services<\/p>\n<\/li>\n<li>\n<p class=\"isSelectedEnd\">Detailed budget for reimbursable logistical costs<\/p>\n<\/li>\n<\/ul>\n<p class=\"isSelectedEnd\">\ud83d\udce9 Applications must be sent by email to:<br \/>\n<a href=\"mailto:recruitment@elbarlament.org\">recruitment@elbarlament.org<\/a> (cc: <a href=\"mailto:bloching@elbarlament.org\">bloching@elbarlament.org<\/a>)<\/p>\n<p class=\"isSelectedEnd\">\ud83d\udcc5 <strong>Deadline:<\/strong> 1 April 2026 at 18:00 CET<\/p>\n<p class=\"isSelectedEnd\">For clarification questions, please contact the above email addresses before 26 March 2026.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Elbarlament works to promote peacebuilding and democratic participation, with a strong focus on youth and women\u2019s empowerment.
